Un programme d’action – Transition vers un système alimentaire durable et sain en Amérique latine

L’Amérique latine contribue à près de 10 % du total des émissions de gaz à effet de serre (GES) dans le monde, qui proviennent principalement du secteur de l’énergie, de l’agriculture et de l’utilisation des terres. Dans les deux derniers cas, les émissions de GES de la région représentent 56 % du total, alors que la moyenne mondiale est de 22 %. Avec les taux de surcharge pondérale et d’obésité les plus élevés du monde, coexistant avec une sous-alimentation persistante et le changement climatique, l’Amérique latine est emblématique de ces questions sanitaires et environnementales interdépendantes. Pourtant, c’est aussi une région où se développe une communauté d’universitaires, de militants et d’acteurs clés pour l’élaboration de politiques, qui ont permis de mener des politiques et des expériences alignées sur un cadre de systèmes alimentaires sains.

Parallèlement au travail de partenariat de la Fondation Rockefeller et du CRDI sur les systèmes alimentaires sains et durables en Afrique de l’Est, Wellcome et le CRDI soutiendront l’élaboration d’un programme d’action pour une transition vers un système alimentaire favorable à la santé et respectueux du climat en Amérique latine. Une coalition multidisciplinaire de chercheurs de toute la région examinera les données probantes sur la manière d’accélérer la transition vers des systèmes alimentaires sains et durables, donnant la priorité à l’accès à des régimes alimentaires sains et abordables, tout en maintenant les émissions de GES dans des limites durables. Ils analyseront l’économie politique sous-jacente pouvant empêcher ou permettre une action rapide.

Les résultats attendus comprennent un programme collectif de plaidoyer et d’action en faveur de systèmes alimentaires sains et durables, élaboré en collaboration avec des agents de changement de toute la région, notamment en Argentine, au Brésil et au Chili. Le projet permettra également de développer une communication ciblée sur les possibilités de changement local, contribuera au leadership mondial de l’Amérique latine et assurera la visibilité et la discussion d’un programme d’action au niveau national, régional et international.

Brief

The effects of hegemonic food systems have become more evident during the COVID-19 pandemic, driven by agribusiness and mechanisms that broaden inequality, deepening tensions for survival and increasing food and nutrition insecurity. This Agenda for Action was elaborated based on the study “The five dimensions of Food Systems in Brazil: A Literature Review.” These dimensions are identified and their relationships analyzed in terms of policy: 1) Business/commoditization; 2) Supply and Demand; 3) Ecology/agroecology; 4) Health and consumption; 5) Governance and policy. Pathways towards transition to healthier food systems are proposed.

This literature review contributes to the development of an agenda for the transition of food systems in Brazil, fundamental towards change in the way food is produced, marketed, supplied and consumed. Five dimensions are proposed for examination: 1. Business/commoditization; 2. Supply and Demand; 3. Ecology/agroecology; 4. Health and consumption; 5. Governance and policy. Their thematic scope, challenges and recommendations are discussed. As well, the enforced political and legal frameworks in Brazil that contribute to the transition towards healthy and sustainable food systems are presented.

The project identified four key priorities to be developed in order to drive forward food systems transformation: 1) collaborating across multiple sectors; 2) broadening alliances and strengthening evidence-based approaches; 3) food governance based on human rights; 4) strengthening the regulatory role of states, and preventing corporate interference. These priorities underly the Agenda for Action developed by the Brazilian Institute for Consumer’s Defense (Instituto Brasileiro de Defesa do Consumidor/ Idec). The project aims towards an integrated evidence-based agenda for action towards healthy and sustainable food systems in Latin America that prioritize healthy affordable diets, while keeping greenhouse gases emissions within sustainable limits.

The project identifies areas of knowledge regarding interactions between environmental challenges and impacts on nutritional health, opening an area of research and social analysis for further exploration. This report provides in-depth information, focusing on Argentina, intertwining global food systems and agroecology; legal frameworks and regulation; and analyzing relationships, challenges and conflicts between industry sectors and ministry departments. The project developed a specific research area that seeks to guarantee the visibility and debate of an action agenda on healthy and sustainable food systems that includes aspects of climate change policy, acknowledging current levels of carbon emissions/greenhouse gases.

The main objective was to develop an integrated evidence-based agenda for action for healthy and sustainable food systems in Latin America that prioritize healthy affordable diets, while keeping greenhouse gas emissions within sustainable limits. Patterns of consumption and production need to be addressed in order to promote agroecological and small farmer´s production, and that will favor the consumption of local fresh or minimally processed products. The project included political economy analysis (PEA) on interventions, mapping the main spaces for dialogue within the Brazilian government, academia and civil society, and identifying the stakeholders.

The project global objective was “to develop an integrated evidence-based agenda for action for healthy and sustainable food systems in Latin America that will prioritize healthy affordable diets, while keeping GHGs emissions within sustainable limits.” This objective was split into two sub-objectives: 1) to review the evidence on how to accelerate the transition to food systems that prioritize access to healthy affordable diets, while keeping GHGs emissions within sustainable limits; and 2) to analyze the underlying political economy that may prevent or enable rapid action. Though the scope of the project is Chile, there was a permanent coordination and dialogue with teams in Argentina (CEDES) and Brazil (IDEC). Problems were analyzed with a national focus but keeping in mind that there are common factors, challenges and actors that are present in the three countries (and probably in the region).

This document is an Agenda for Action for the transition of food systems. These are recommendations that point to paths of necessary changes - and how to achieve them - to transform the way food is produced, distributed, offered, and consumed. The hegemonic way these processes have been conducted in the past decades is leading to a sickened population and environment, accelerating the impacts of climate change, and putting at risk the basic right to adequate and healthy food. Current challenges, combined with the repercussions of the COVID-19 pandemic, make it clear that the need for food systems that promote health and contribute to environmental preservation has become urgent.
