Réseautage au sein des conseils subventionnaires de la recherche en Afrique

Les conseils subventionnaires de la recherche scientifique sont essentiels au financement et à la promotion de la recherche et de l’innovation. Une récente étude de délimitation de la portée financée par le CRDI a souligné le rôle important qu’ils jouent dans les réseaux scientifiques nationaux en Afrique subsaharienne. Toutefois, l’étude a également relevé que la plupart des conseils exercent leurs efforts de manière isolée, et qu’il y a très peu de mécanismes pour mettre en commun les connaissances et les leçons apprises avec d’autres conseils ou d’autres acteurs importants du système scientifique. . En fournissant une plateforme et un endroit où mettre en commun les données probantes, les leçons apprises et les pratiques exemplaires, on s’attend à ce que les conseils et les autres acteurs du système de science, de technologie et d’innovation (STI) deviennent de plus en plus harmonisés et mis en réseau, ce qui se traduira par des systèmes scientifiques nationaux qui contribueront aux résultats de développement en Afrique subsaharienne.

Financée conjointement par le Department for International Development du Royaume­Uni, le CRDI et la Fondation nationale de recherche d’Afrique du Sud, l’objectif de l’Initiative est de renforcer les capacités des conseils subventionnaires de la recherche scientifique par rapport à l’appui des politiques axées sur la recherche et les données probantes qui contribuent au développement social et économique. Les activités dans le cadre de l’initiative comprennent la formation, les échanges et les forums régionaux, la formation en ligne, l’encadrement sur place et la recherche menée en collaboration.

Ce projet contribuera aux débats principaux sur les politiques scientifiques sur le plan régional et continental en appuyant un certain nombre de forums annuels de haut niveau et d’autres réunions régionales. En plus de fournir une plateforme pour mettre en commun les données probantes, les leçons apprises et les pratiques exemplaires des conseils participants, le projet contribuera à de nouvelles connaissances par des articles et des examens de pointe commandés sur des thèmes sélectionnés qui peuvent être partagés avec les conseils et les autres participants des réunions, ou par l’entremise du carrefour virtuel de l’Initiative des conseils subventionnaires de la recherche scientifique.

Le projet sera mis en oeuvre sur une période de 36 mois par l’African Technology Policy Studies Network et le Scinnovent Centre, deux organismes situés à Nairobi, au Kenya.

Learning what works : knowledge exchange and networking among the science system actors in Sub-Saharan Africa

Study

This report explores key concepts of and mechanisms for knowledge exchange and networking (KEN), identifying effective mechanisms for the African context, with particular focus on the science granting councils (SGCs) and other science system actors in sub-Saharan Africa (SSA). It reviews and recommends good practices for sustaining KEN in order to co-create and share knowledge among the target beneficiaries. As well, it explores the opportunities for embedding and sustaining networks to support knowledge exchange within the science system, and draws practical lessons from the Science Granting Councils Initiative (SGCI) to show enhanced uptake, capacities and capabilities among the SGCs.

This project, part of the Science Granting Councils Initiative (SGCI), sought to support the Councils to improve their performance by utilizing innovative platforms for building networks among science system actors in Sub-Saharan Africa. The report summarizes major activities, outputs and impacts over the project period (2017 - 2020). The Annual Regional Meeting (ARM) and Annual Forums (AFs) which bring together Heads of Councils are of strategic importance to participating Councils. They contribute to the implementation of the African Union Commission’s (AUC) Science, Technology and Innovation Strategy for Africa 2024, and to key STI policy debates at regional and continental levels.

Towards effective public-private partnerships in research and innovation: A perspective for African Science Granting Councils

Public-private partnerships in research and innovation (PPPs in RI) have become a key element in research and innovation policy. The study presents an analysis of the processes, practices and bottlenecks in promoting PPPs by science granting councils in sub-Saharan Africa. Findings reveal that different partnership collaborations in Africa evolve in episodic fashion, driven by resource scarcity within universities. Here PPP linkages are used to strengthen industrial bases; whereas in the North PPPs help maintain a leadership edge in technology. The study finds that partnerships are influenced by geographic consideration, and that institutional rigidities constitute major barriers to sustainable partnerships.

The paper argues that Science Granting Councils (SGC) in their intermediary role between governments and the science community, can act as a collective to achieve efficiencies of scale, stimulating virtual critical masses and intra-African collaboration while creating an African space for open science. It details some tools and processes necessary for supporting open science, as well as the rationale for sharing scientific data, which permits re-use by others as open data. It describes open science platforms or “commons” to provide support to the research process, from information technology infrastructure to high-level analytics and artificial intelligence (AI) procedures.

African science systems largely operate independently of each other, creating siloes of incompatible policies, practices and data sets that are not mutually consistent or inter-operable. The paper argues for the development of open science in Africa as a means of energizing national science systems. It focuses on the complexity of social and economic challenges created by climate change, the demographic explosion, and the difficulty of confronting these conditions in the absence of an adequate digital infrastructure. The paper draws on questionnaire data from 15 African Science Granting Councils and the state-of-the-art report “Open Science in Research and Innovation for Development in Africa.”

It provides background to an open science movement, which includes a digitized ‘commons’ or platform, through collective action by member states in sub-Sharan Africa. The African Technology Policy Studies Network (ATPS) provides platforms for regional and international research and knowledge sharing in order to build Africa’s capabilities in STI policy research, policymaking and implementation for sustainable development.

Science Granting Councils (SGCs) can perform effectively as influencers of national science technology and innovation (STI) policy, and mediators of partnerships with foreign development actors through tailoring partnerships to the development of capacity at the local level. Realities, resources, and constraints at the local level call for adaptation of current and future partnerships to their local contexts. This study explores the innovation intermediaries’ landscape in sub-Saharan Africa, considering Science Granting Councils (SGCs) as key. As well, it analyzes the need for systemic change in relation to innovation intermediaries and policy influencers in developing economies.

The overarching message of this policy brief is that Africa needs consistent, sufficient, relevant and sustainable funding for research and innovation. Innovative funding models based on new coalitions between the public, private and non-profit sectors are required to support the different stages of research, translation and innovation value chain. The policy issue tackled by this brief is funding for research and innovation. Specific policy recommendations are made for key actors. Within a wider context the paper argues that innovation is the “single most important driver of societal prosperity and is indispensable for sustainable development and economic growth.”

This article discusses challenges and opportunities for African countries in their quest to create sustainable mechanisms for funding research and innovation. It presents and analyzes recent evidence from 15 countries to argue that effective research financing is a function of decision-making and governance capabilities, arising from deliberate and interactive learning across the entire research and innovation system. Attempts to copy experiences of high-income economies in harnessing and deploying funding mechanisms into national research and innovation systems are not appropriate if unaccompanied by adaptation to systemic and contextual aspects in receiving countries and sectors.

This study reviews public-private partnership (PPP) experiences in Africa, identifying challenges, bottlenecks and barriers to their implementation. Based on a systematic literature review and supplemented by interviews with representatives of 12 African science granting councils (SGC), the analysis allows for discussion of the role of SGCs in facilitating partnerships that help drive science-based innovation in African businesses and industries. This study situates itself within broader debates on long-term research and innovation initiatives for sustainable development.
