Renforcer les partenariats entre les conseils subventionnaires de la recherche scientifique d’Afrique et le secteur privé

Les conseils subventionnaires de la recherche scientifique sont essentiels au financement et à la promotion de la recherche et de l’innovation. Une récente étude de délimitation de la portée financée par le CRDI a souligné le rôle important qu’ils jouent dans les réseaux scientifiques nationaux en Afrique subsaharienne. Toutefois, l’étude a également relevé que la plupart des conseils travaillent de manière isolée, et que très peu de mécanismes permettent d’échanger les connaissances et les leçons apprises avec les conseils sectoriels ou d’autres acteurs importants, comme le milieu universitaire et le secteur privé. Les conseils subventionnaires peuvent faire en sorte que les investissements dans la recherche contribuent à l’essor social et économique en favorisant le transfert efficace des connaissances au secteur privé.

Le but de ce projet est de renforcer la capacité des conseils subventionnaires de la recherche scientifique dans les pays d’Afrique subsaharienne à établir des partenariats entre eux et à favoriser le transfert de connaissances au secteur privé. Le projet permettra d’offrir des séances de formation et de l’encadrement sur place dans le but de renforcer la capacité des conseils participants à concevoir et à gérer des mécanismes de collaboration. Par ailleurs, il cofinancera des projets de recherche coopératifs, sur demande, dans des domaines chers au secteur privé. Le carrefour virtuel de l’Initiative, le mentorat et les rencontres seront les moyens d’échanger les données probantes, les enseignements et les pratiques exemplaires entre les conseils participants. L’exécution de ce projet devrait contribuer à atteindre les objectifs de la stratégie sur la science, la technologie et l’innovation pour l’Afrique 2024 de l’Union africaine.

Ce projet sera mis en oeuvre sur 38 mois par l’African Centre for Technology Studies, avec la collaboration du Centre Scinnovent établi au Kenya, de l’Association des universités africaines et de la Science, Technology and Innovation Policy Research Organization de Tanzanie. Il est financé par l’Initiative des conseils subventionnaires de la recherche scientifique en Afrique subsaharienne, qui vise à renforcer les capacités des conseils subventionnaires de la recherche scientifique à appuyer la recherche et l’élaboration de politiques fondées sur des données probantes, qui contribueront au développement économique et social. L’initiative a été établie conjointement par le CRDI, le Department for International Development du Royaume-Uni et la Fondation nationale de recherche d’Afrique du Sud.

Biomass gasification for decentralised electricity generation in Malawi

Brief

Inadequate access to energy poses a critical challenge to Malawi’s economic development: currently 87% of the Malawi population lacks access to electricity. The project developed a rice husk gasification system as an alternative source of power for electricity generation. Based on the potential analysis of collected data, a rice husk gasifier power plant is being developed in Wowo Cluster Village, Nkhulambe Extension Planning Area (EPA), Phalombe District. Installation of waste biomass-based power plants is recommended. In rural areas this would lead to enormous beneficial changes for local communities, improving health conditions, and encouraging new business developments.

The manual makes recommendations regarding Intellectual Property (IP) strategies for science granting councils (SGCs). It offers three model strategies depending on the nature of the institution: Model I SGCs have authority to own, licence and assign IPs; Model II SGCs have ‘devolved’ their ownership of IP to research/academic institutions; Model III SGCs can own, licence and assign IP, in addition to their funding role. A delay in registration of IP can mean that someone else registers what an organisation has been considering working on. All SGCs must have a team of officials dedicated to matters of IP.

Building the capacity of small scale cocoa farmers to conduct on-farm fermentation

Brief

This policy brief highlights currently used cocoa fermentation methods along with policy recommendations for farm level fermentation. The project aims to aid fermentation through design of a single fermentation box which can handle 60 to 100kg of cocoa and has shown potential to reduce fermentation time from six to four days with 99% fermented beans. The majority of farmers have less than a hectare of land and produce approximately 70kg of cocoa bean pulp in two weeks. For small-scale farmers to benefit from the cocoa enterprise, there is need to add value to the beans through fermentation.

The study assesses proposed solar-powered dairy production technologies for smallholder dairy production systems in Malawi; evaluates the quantity and quality of milk produced; assesses socio-economic and gender impacts of the technologies, and promotes the uptake of the technologies. The introduction of a solar-powered water pump greatly reduced the amount of time spent fetching water for the dairy farm; solar milking machines (SMM) had the lowest milking time per cow. There were no significant differences between average milk yields per cow from machine milking and hand milking. The use of solar-powered groundwater pumps ensures a steady and easily accessible water supply.

The research aimed to add value to maize germ and bran, to develop improved products for human consumption, and to contribute to food security and human nutrition. Of low economic value, maize germ and bran currently dominate the livestock feed sector. However, with careful handling these processing by-products could be made to impact the confectionery and bakery sector. By incorporating them into bakery and confectionery products, nutritional value would be enhanced. The Ministry of Health and Uganda National Bureau of Standards can develop, implement and enforce standards for a positive impact on Food and Nutrition Policy.

This policy brief provides a road map towards a better functioning, more stable, and sustainable pharmaceutical industry in Economic Community of West African States (ECOWAS) countries. Based on country studies and detailed analysis of data, a risk categorization model has been derived which includes product quality and Good Manufacturing Practices (GMP) compliance of local pharmaceutical producers (LPP). A means of structured incentives can be used for different levels of categorisation to drive compliance. Since 2002, an annual amount of more than US$4 billion has been invested in the purchase of fixed dose combinations in anti-retroviral (ARV) and anti-malarial drugs.

To make Biogas competitive, progressive tax laws conducive to new developers are required. For instance, to incentivise private sector investment in the Biogas value chain and reduce prices for consumers import duty, value added taxes could be waived on technical and infrastructure equipment. A lucrative charcoal and fuelwood (biomass) market drives deforestation. In addition, electricity tariffs have meant that more households are turning to fuelwood and charcoal as they are cheaper and readily available on the market. The study shows different potential types of wastes available for biogas production.

Africa has more than 50% of all health expenses paid out of pocket; more than 80% of the global burden of non-communicable diseases; more than 15% of the world’s population; 47% of the global burden of communicable diseases; yet it has less that 2% of global health expenditure.

Research findings provide insights into the governance and institutional architecture of Ghana’s innovation system and mandate. The Science Technology and Innovation (STI) ecosystem study was conducted to identify and map research and innovation actors. Case studies of selected incubation and innovation hubs were also undertaken to generate relevant research evidence for the establishment of the Ghana Innovation and Research Commercialisation Centre (GIRC-Centre) in Ghana. The major threat to the innovation ecosystem is inadequacy of funding.

As well, the paper focuses on selected dimensions of industry competitiveness, social inclusion, and public-private partnerships such as: human resources; research and development; intellectual property; and technology transfer. It covers nine countries: Ghana, Nigeria, Senegal, Côte d’Ivoire, Togo, Benin, Mali, Cape Verde and Guinea Conakry. In a sub region (population 365 million) with an estimated market size of $4billion, the pharmaceutical industry has enormous potential and opportunities for the production and supply of essential medicines.

The study investigated innovation capacity of the Eastern Africa pharmaceutical manufacturing industry, identified barriers to Public/Private Partnerships (PPP) and established a framework for an impactful pharmaceutical cross-sector partnership system. Findings reveal industry’s view: that there are no adequate incentives to catalyze investing in facility upgrading and quality improvement programs, especially in the production of donor funded products such as antiretrovirals and antimalarials. Government policies, training, good manufacturing practices (GMP) compliance, manufacturing and financing/markets are important factors towards ensuring success.

Strategies for increased utilisation of new propolis products in Uganda

Brief

Over 80% of Ugandan beekeepers harvest honey and beeswax but only 1% venture into commercialising propolis. Propolis has been documented to have antioxidant, antiviral, antibacterial and immune boosting properties. This study reveals beekeepers have the potential to produce between 325 to 870 tons of crude propolis annually earning up to US$1.3-3.5 million. This income is currently lost due to poor sector organisation. Further research on chemical composition and pharmacological benefit of the two types of Ugandan propolis is recommended.

This project looks at strategies of integrating indigenous knowledge in bird watching ecotourism in Ibo, Matemo and Quirimba islands (district of Cabo Delgado Province, northern Mozambique) as a means of enabling active local participation in governance. The desired end result is that the economic standing of the local communities will improve as they conserve biodiversity, and safeguard cultural landscapes and traditions. There is need for agreement between local communities and tourist operators on how to control the level of slaughtering and hunting of some bird species used as food stock.

Collaborative projects involving two or more parties require delicate handling in order to enable the participants to equitably benefit from their labours. There is need for clear agreements that include prior-informed consent, material transfer agreements, non-disclosure agreements, licensing agreements, technology transfer agreements, joint ventures and franchising agreements.

The policy brief recommends that East African Community (EAC) partner states should stimulate Public Private Partnerships (PPPs) by directing the R&D agenda, funding pharmaceutical research and formulating policies that encourage product development. As in the US, India’s pharmaceutical industry experienced phenomenal growth when the government proactively crafted policy interventions like tax, partnerships, technology, and legal provisions for the manufacturing sector, which has made their pharma industry the largest provider of generic medicines globally. It explains the current situation and what can be done in terms of training, linking with diaspora, collaboration and partnership with Asian countries, and building synergy within the Economic Community of West African States (ECOWAS) to address human resource requirements. The study established that most West African countries have procurement policy incentives to support local pharmaceutical industries, such as: preferential treatment of local companies; ring-fencing certain products for local manufacturing companies; and prohibiting importation of medicines that are being produced locally.

This policy brief focuses on the issue of inadequate human resources that can support growth in the pharmaceutical sector. Recommendations include: creation of centres of excellence for training manufacturers for the region; establishing regional facilities for drug analysis and laboratory services; and creation of a specific pharmaceutical programme of long-term courses for regulators and industries. Development of a diaspora policy could articulate how the Economic Community of West African States (ECOWAS) diaspora can be integrated in national development plans for the pharmaceutical sector.

The Science Granting Councils Initiative (SGCI) recognizes the value of knowledge outputs in their dissemination, uptake and utilization. As such, SGCI strategy provides a framework for tracking outputs, their uptake, use and influence. It aims to ensure relevance by prioritizing key issues/ topics of immediate interest and relevance to Councils; works to enhance quality by generating policy-relevant knowledge and evidence through commissioning studies on prioritized themes/topics; and develops capacity through targeted training (research management and use of indicators), coaching and mentorship. The Initiative has also developed a project-wide Monitoring, Evaluation and Learning (MEL) framework.

The project aimed to strengthen the capacity of science granting councils (SGC) in 15 Sub-Saharan African countries to establish partnerships with each other, and to foster public-private research collaboration and exchange of knowledge. The report covers activities and outcomes of the “Theme 3” consortium which was led by the African Centre for Technology Studies (ACTS) collaborating with the Scinnovent Centre in Kenya, the Science Technology Policy Research Organisation (STIPRO) in Tanzania and the African Association of Universities (AAU) in Ghana. A co-edited book is to be published regarding opportunities and challenges for SGCs in building African science systems.

This training material is a brief “how-to” guide for use of social media platforms such as Facebook, LinkedIn, Instagram and twitter. A pre-training needs assessment report indicated that science granting councils’ (SGC) study participants mostly use reports, emails and phone calls for communication, indicating a gap in understanding of digital communication platforms. This provided the premise for the digital media section of the training program. A social media guide was created to help participants better understand and use social media in their work and in collaboration with the private sector.

This policy brief provides a road map towards a better functioning, more stable, and sustainable pharmaceutical industry in Economic Community of West African States (ECOWAS) countries. Based on country studies and detailed analysis of data, a risk categorization model has been derived which includes product quality and Good Manufacturing Practices (GMP) compliance of local pharmaceutical producers (LPP). Since 2002, an annual amount of more than US$4 billion has been invested in the purchase of fixed dose combinations in anti-retroviral (ARV) and anti-malarial drugs, which has led to a significant drop in treatment cost and a substantial increase in the number of people on treatment.

Brief

Public and private sector actors must take into account the importance of cultural determinants underlying the success or failure of technology transfer. This policy brief provides an overview of implications for technology transfer in African countries. Public-private partnerships (PPP) need to identify role models and opinion leaders at community and sector level. Analysis on the local content requirement for African countries show a need for proper systems, infrastructure and resources to disseminate information about innovations. African governments must involve local institutions, activists, and consultants in bridging the managerial capacities needed to identify, absorb, disseminate and assimilate context-specific knowledge and technology required for a successful transfer.

This template provides a Memorandum of Understanding (MoU) agreement between science granting councils (SGCs), which formalizes collaborative projects and comprises conceptualization and joint implementation of research projects and programs, trainings, exchange visits and networking. It outlines the parties covered by the agreement, with details of reporting activities, research parameters, supervision and deliverables. SGCs promote collaborative research by funding multidisciplinary, multi-institutional projects. As such, in facilitating inter-regional cooperation of researchers in different countries and parts of the world, SGCs will confront differing Intellectual Property (IP) systems, requiring formalized agreements at the outset.
