Programme de leadership sur le climat : Renforcer la résilience de l’Afrique au moyen de la recherche, des politiques et de la pratique

Le renforcement de la résilience de l’Afrique aux changements climatiques exigera l’élaboration et la mise en oeuvre de stratégies efficaces d’adaptation. Des politiques, une planification et une pratique fondées sur des données scientifiques font en sorte que le développement soit plus résilient aux effets néfastes des changements climatiques. La production et l’utilisation de renseignements et de données scientifiques sur le climat ont toutefois été lacunaires en Afrique. Il faut transmettre le savoir au point d’intersection entre la science, les politiques et le développement. Il faut aussi soutenir les chefs de file en matière de changements climatiques qui aident à comprendre l’étendue et la gravité des perturbations climatiques et qui proposent aux pays des solutions pour renforcer la résilience à ces effets.

Le projet fait partie intégrante de trois initiatives de leadership que mettra en œuvre le programme Changements climatiques du CRDI en Afrique, en Asie, en Amérique latine et dans les Caraïbes. Il vise à combler les lacunes de capacités en matière de changements climatiques en renforçant la capacité de leadership des scientifiques africains, des conseillers en politique et des praticiens afin d’améliorer l’état actuel des connaissances, le processus décisionnel et l’action.

S’adressant à trente chercheurs, conseillers en politique et praticiens intermédiaires et supérieurs, le programme permettra de soutenir les personnes ayant des idées sur les changements climatiques qui peuvent être appliquées à grande échelle et possédant la motivation et le potentiel de devenir des chefs de file dans leur champ d’activité. Au nombre des activités mentionnons, la formation, la recherche et la mise à l’essai de solutions climatiques dans les communautés locales, ainsi que l’encadrement et le mentorat en matière d’élaboration de politiques et de revendication. Le renforcement de la capacité de leadership des femmes sera prioritaire. Cette collaboration entre l’Université de Nairobi et l’Institut d’analyse des ressources de l’Université de Dar es-Salaam procède d’investissements antérieurs du CRDI dans des programmes de bourses de recherche sur les changements climatiques avec ces établissements.

Les résultats immédiats de ce projet consistent à propulser la carrière en recherche, élaboration de politiques et pratique de trente boursiers à un niveau supérieur et à accroître leur capacité à utiliser les données probantes issues de la recherche pour influencer les politiques et les solutions se rapportant aux changements climatiques.

City to city learning and knowledge exchange for climate resilience in southern Africa

This paper argues that learning is essential for cities to become resilient to challenges. The Future Resilience for African CiTies And Lands (FRACTAL) project is profiled. Following FRACTAL’s city-to-city learning approach of sharing good practices, knowledge and experiences framed around transdisciplinary research, the study cities of Harare, Lusaka, Windhoek and Durban conducted city learning exchange visits between 2017 and 2018. FRACTAL contributes towards climate resilient development by providing relevant climate information for decision-making at the city regional scale in southern Africa. Transferable lessons and practices included effective water conservation and waste management and the use of public-private partnerships.

The program aims to strengthen the capacity of national and regional mid-career to senior climate change policy advisors/analysts to understand how to interpret and apply climate model projections, and to inject the best available scientific research/empirical knowledge/data into policy processes and decision-making. This report covers the period of implementation (2017-2020), outlining and reviewing project activities, events, achievements, outputs and outcomes. The climate leader selection and training processes are also reviewed. The fellows were trained in how to participate in IPCC activities including the online Webinar on ’How to review IPCC Assessment Reports – webinars and guidance for climate experts.’

The study locales of Harare, Lusaka, Windhoek and Durban conducted city learning exchange visits. Historical climate and hydrological data and current socio-economic data were collected and analyzed.

Evaluation

The project aims to develop the leadership capacity of African researchers, policy advisers and practitioners for advancement in current climate knowledge, long-term adaptation, decision-making and climate action, and to improve science-policy-practice interface. The purpose of this survey is to assess the status of climate change (CC) leadership capacity development at the halfway mark of program implementation. Specific capacity gaps have been highlighted. The program is on track to meet objectives and outputs, but with targeted interventions on specific Leadership Capacity Building (LCB) aspects. Competencies where the programme Fellows faired poorly are also summarized.
