La phase I (projet no 104033) visait à favoriser l'établissement de partenariats dans le domaine de l'apprentissage entre établissements de recherche et de formation au Canada et en Amérique latine en évaluant, en analysant et en documentant divers modes de collaboration reposant sur les technologies de l'information et de la communication (TIC). Dans le cadre de la phase II, l'équipe de recherche créera une structure (portail) pouvant accueillir des cours en ligne, des publications électroniques, une bibliothèque virtuelle, etc., et offrira à des étudiants des occasions de travail et d'apprentissage à court terme dans le but de consolider, de promouvoir et de parfaire le modèle Internet élaboré durant la phase I. L'objectif : soutenir de manière continue les partenariats Nord-Sud et Sud-Sud en matière de connaissances au moyen d'une gestion participative, constructive et démocratique de l'information et de l'apprentissage intégrant des approches, des ressources et des pratiques pédagogiques reposant sur les TIC.

Internet-based information and communication services were created as Phase II of this initiative, which was to promote and further develop an internet-based structure and organizational framework to support on-going North-South and South-South knowledge partnerships based on participatory, democratic management of information and learning, implemented through integrated ICT-based pedagogical approaches, resources and practices. Beneficiaries of the project were provided access to an Internet Portal, easy access to communication and information sources and tools, and support for knowledge exchange and collaboration. The report also includes consideration of activities from Phase I.
