En Amérique latine, la diffusion accrue de données gouvernementales ouvertes vise à renforcer la transparence et la responsabilité des gouvernements, à créer de nouveaux débouchés commerciaux et à améliorer les services aux citoyens. Ce projet explorera des stratégies innovantes visant à utiliser et comprendre les données publiques afin de promouvoir des services et des politiques gouvernementales plus inclusives, de relever les défis en matière de droits et de désinformation, et de renforcer l’égalité des sexes. Il se concentrera sur trois grandes questions : la violence sexiste, l’aide aux migrants et les achats d’urgence.
Pour relever le défi de la violence sexiste en Amérique latine, notamment les féminicides, le projet examinera comment les données officielles récentes peuvent être utilisées pour mettre fin à la violence contre les femmes grâce à des approches novatrices. En ce qui concerne les migrants, les troubles civiques croissants et les disparités économiques massives ont entraîné une augmentation importante de la migration clandestine dans certains pays. Le projet commencera à explorer les défis que représente l’adoption d’une approche fondée sur les données pour répondre aux besoins des migrants et des personnes déplacées. Cette recherche mettra l’accent sur les droits de la personne, la lutte contre la désinformation et la xénophobie, et la prestation de meilleurs services pour les populations dans le besoin.
Enfin, la pandémie a provoqué une augmentation énorme des achats d’urgence qui, lorsqu’ils sont mal gérés, peuvent nuire à la fourniture de services et de biens essentiels. Le partenariat de marchés publics ouverts soutiendra la recherche-action visant à rendre les marchés publics d’urgence plus inclusifs, efficaces et performants dans le cadre de la COVID-19. En outre, étant donné qu’environ 1 % seulement des marchés publics sont attribués à des entreprises dirigées par des femmes, la recherche se penchera sur les principaux obstacles et les lacunes de ce groupe dans les appels d’offres pour les marchés publics.
Ce projet s’inscrit dans le cadre du programme Données ouvertes pour le développement, un réseau mondial qui utilise les données pour promouvoir le bien social. Le programme DOD est financé par le CRDI, Affaires mondiales Canada et la Fondation William et Flora Hewlett.

Opening data for inclusive practices in migration, public contracting, and combatting gender-based violence Report This report provides the status of the project 109520-001 Open Data for Development Phase 3. The report details the activities carried forward by ILDA and its partners according to the objectives set in the initial proposal. Feminicide & machine learning : detecting gender-based violence to strengthen civil sector activism Article Although governments have passed legislation criminalizing feminicide, it is unaccompanied by relevant policy or robust data collection. This participatory action research project is designed to help sustain activist efforts to collect feminicide data through partially automated detection using machine learning. As a way to counter the impunity surrounding feminicide, activists have taken upon themselves to do the work that states have neglected. Partially automating detection supports efforts to systematize and sort data collection across contexts, and helps to inform policy advocacy through standardizing definitions and taxonomies. The ability to prioritize articles by likelihood of feminicide will make this intense research less gruelling. Towards gender balance in public procurement : understanding the barriers and solutions to include women-led businesses Study Value for Women (VfW) and the Open Contracting Partnership (OCP) developed this report to document the challenges and opportunities in empowering women-led businesses (WLBs) in public procurement. VfW is a women-led global social enterprise that works closely with partners to design and implement research, technical assistance programs, evaluations, tools and capacity-building initiatives in Africa, Asia and Latin America. OCP is a silo-busting collaboration across governments, businesses, civil society, and technologists to open up and transform government contracting worldwide. How to empower women-led businesses and make public procurement more inclusive Study This paper identifies actions that can be carried out by governments to empower women-led businesses and make public procurement more inclusive. Gender-responsive procurement is defined as the selection of goods, civil works or services that take into account their impact on gender equality and women's empowerment. Women can bring innovation to the services and products provided by the government, particularly by ensuring that services and products that will benefit women are also designed by them.
