Canadian International Food Security Research Fund - Phase II

In 2009, IDRC and the Canadian International Development Agency (now part of Foreign Affairs, Trade and Development Canada) launched the five-year CA$62 million Canadian International Food Security Research Fund (CIFSRF). The fund was designed to finance initiatives to solve global food and nutritional insecurity problems through applied, collaborative, and results-oriented research. To date, the fund has supported 19 large applied agriculture and nutrition research consortia in 20 countries. Each has a mix of Canadian and developing-country researchers. Early results appear promising. There is a large volume of high quality research being conducted, much with the potential to be scaled-up. The second phase is budgeted at CA$62.5 million and designed to build on Phase 1. The program will support new food security research in priority areas and countries. It will bring the most promising research results to directly benefit subsistence farmers, particularly women. It will also contribute to long-term global food security. Research will build on existing findings and gaps, while focusing on long-term sustainability and uptake. The project's specific objectives are to: -develop more equitable, productive, and environmentally sustainable agri-food systems that increase food security and enhance nutrition in developing countries; -increase food security in developing countries by funding applied agricultural development and nutrition research; -apply Canadian science and technology expertise in collaboration with developing-country partners to address food security; -use research results to inform food security policies and programs; and, -identify innovations and scale-up the most promising research results.

To avoid misunderstandings and often ambiguity in the definition and operationalization of scaling up, IDRC decided to organize a training workshop for CIFSRSF projects implementation teams, gathering 38 participants of five teams from 7 countries: Benin, Nigeria, Ethiopia, South Africa, Canada, Kenya and Tanzania. This report accounts for the different phases of the training and the outputs of the workshop including details of business case development for specific projects.

It aims to provide concepts, tools and ideas for how business cases can contribute to the scaling up strategy for a food security innovation. This document can serve as a starting point for further investigation into the design and implementation of strategies and tools that will assist in the process of scaling up food security solutions, and help CIFSRF grantees develop scaling up models and strategies for bringing research results into widespread use.

Management response to the 2016 evaluation of the Canadian International Food Security Research Fund (CIFSRF)

Evaluation

Phase 2 projects involving 16 Canadian and 26 developing country organizations are being implemented in 17 developing countries. Over 40 innovations address the food security needs of the poor. These projects illustrate a diversity of food security themes (availability, accessibility, and use) as well as scaling up approaches. All projects developed communication strategies and made inroads with target groups. This evaluation provides a review as well as recommendations drawn from management responses to the Canadian International Food Security Research Fund (CIFSRF) Phase 2. Uptake of CIFSRF innovations by other development agencies, national governments and the private sector needs to be pursued.

The guide includes tips and activities to generate discussion and assist in organizing data and tacit knowledge, for researchers who are preparing a business case for food security innovation. Évaluations

Bien que l’évaluation éclaire la prise de décisions sur le FCRSAI pour le reste de la phase 2 de ce dernier, ainsi que tous les futurs programmes conjoints fondés sur des données probantes dans le secteur, les utilisateurs finals de cette évaluation sont censés être les intervenants dans les pays en développement (y compris les organismes et les ministères gouvernementaux, les partenaires de la société civile et le secteur privé national, ainsi que les clientèles ciblées par ce projet de recherche pour le développement). Le CRDI et Affaires mondiales Canada ont des réponses cohérentes à l’évaluation, en précisant que le CRDI explique la façon dont le FCRSAI donne déjà suite à bon nombre des domaines de recommandations cernés par l’évaluation. Même si Affaires mondiales Canada pourrait avoir l’occasion d’utiliser les innovations découlant du FCRSAI, l’utilisation de celles-ci par d’autres organismes éventuels de développement international, des gouvernements nationaux et le secteur privé doit encore constituer un objectif à atteindre. Les constatations et les résultats ont été examinés par le CRDI, et les programmes géographiques pertinents, ainsi que des spécialistes en analyse thématique et des répercussions au sein d’Affaires mondiales Canada. Le CRDI et Affaires mondiales Canada sont dans l’ensemble d’accord sur les constatations et les recommandations.

Evaluation

The evaluation’s primary intended users are CIFSRF’s Governance Committee (GC), management and staff. The evaluation has been composed to provide them with guidance for determining and communicating program results to various stakeholders, and to inform current and future FS policy and programming. The main clients of the CIFSRF combined evaluation are the targeted DCs who should be able to determine the relevance, usefulness and contributions of CIFSRF program results to their own national policies and food and nutrition strategies.
