Ethiopia has an estimated 13 million children and youth who are out of school. In 2011, the Speed School program was piloted in Ethiopia. The program provides a second change at formal education for out-of-school children between nine and 14 years old, equipping them with core knowledge and skills to thrive in primary school and beyond. Following a longitudinal study in 2017, which documented robust transition rates and higher learning outcomes among Speed School participants compared to their conventional counterparts, the Ethiopian government, along with NGO partners, scaled the program to reach more than 300,000 out-of-school children. The program, which now operates under the name Accelerated Learning Program (ALP), was incorporated into Ethiopia’s national Education Sector Plan. However, a rapid scale-up triggered an overall decrease in the quality of the model’s implementation and its outcomes.

This project will address this issue, identifying complementary roles of education structures in supporting ALP classes across fragile communities. The study will explore what works well and what does not work, as well in ALP’s implementation across and within regions. To achieve this, the study will gather information on current implementation strategies from key actors and undertake an action-research program to discover improved strategies and build capacity such as teacher training, planning and supervision. This is intended to result in a comprehensive framework for using ALP classes as an education model for fragile communities. Equity is central to this project as the program provides out-of-school children, in particular girls and marginalized groups, with a second chance at education, equipping them with knowledge and skills to thrive in primary school and beyond.

This project is funded through the Global Partnership for Education (GPE) Knowledge and Innovation Exchange, a joint endeavour with IDRC, to improve children’s access to and retention in education in emergencies and fragile, conflict- and violence-affected contexts in GPE partner countries.
