The Science Granting Councils Initiative in sub-Saharan Africa (SGCI) is a multi-donor initiative supported by the Swedish International Development Cooperation Agency, the United Kingdom’s Foreign, Commonwealth and Development Office, IDRC, South Africa’s National Research Foundation, and the German Research Foundation. Since its inception in 2015, the Initiative has strengthened the capacities of science granting councils in 15 sub-Saharan African countries to support research and evidence-based policies that can contribute to economic and social development.

Among the Initiative’s key areas of focus are strengthening councils’ ability to use data and evidence to design and monitor research programs and to formulate and implement policies. This project will strengthen the capacity of science granting councils to generate and use evidence (both qualitative and quantitative) in policy and decision-making and to enhance their roles as national policy champions through training and technical support. It will support the councils to develop robust organization-level monitoring, evaluation, and learning and data management systems; to systematically collect, analyze, and use internal administrative, financial performance, and grants management data for project/ program management and policy/decision-making; to conduct reviews of their national policies to improve their decision-making processes, enhance their knowledge of the policy process, and strengthen their roles as policy champions; to facilitate peer-to-peer learning among councils through initiatives such as staff exchanges and learning visits about the use of evidence in policy and decision-making; and to engage with policy and other decision-makers in their countries.

Summary

The purpose of this document is to provide support to Science Granting Councils (SGCs) with a template to review the monitoring, evaluation, and learning (MEL) activities in the context of different approaches to understanding MEL. It predominantly focuses on assisting Councils in collecting data that is useful to their operations, i.e., data that allows them to understand what is working, what is not working, where there are bottlenecks, and where there are opportunities for change or expansion. In so doing, such data or evidence can be used to assist in their influence on policy processes. This document does not cover mainstream MEL theories and ways of working, as there are already excellent resources available for Councils in this area. Instead, it focuses on enhancing understanding MEL’s value in the context of Councils’ operations and mandates.

Summary

This toolkit is based on the data governance framework developed by the Data Governance Institute, a widely recognised industry standard. The framework provides a comprehensive set of guidelines and best practices that can be used to develop and implement effective data governance systems. It covers all aspects of a data governance framework, including data quality, data management, data security, data privacy, and compliance. This toolkit is designed for data managers in SGCs who are responsible for managing research-related data. It is a practical guide that can be used to develop and implement a data governance system tailored to the specific needs and challenges that face SGCs. The toolkit is designed to be accessible and user-friendly to SGCs with different levels of data governance experience and expertise.
