Phase I (104033) sought to foster learning partnerships between Canadian and Latin American research and training institutions by testing, analyzing and documenting different modes of collaboration based on information and communications technology (ICT). In Phase II, the research team will create a supporting structure (portal) for online courses, electronic publications, a virtual library, etc., and provide short-term working and learning opportunities for students with a view to consolidating, promoting and refining the Internet-based model developed in Phase I. The idea is to support ongoing North-South and South-South knowledge partnerships based on participatory, constructivist and democratic management of information and learning implemented through integrated ICT-based pedagogical approaches, resources and practices.

Internet-based information and communication services were created as Phase II of this initiative, which was to promote and further develop an internet-based structure and organizational framework to support on-going North-South and South-South knowledge partnerships based on participatory, democratic management of information and learning, implemented through integrated ICT-based pedagogical approaches, resources and practices. Beneficiaries of the project were provided access to an Internet Portal, easy access to communication and information sources and tools, and support for knowledge exchange and collaboration. The report also includes consideration of activities from Phase I.
