Asia AI4D Observatory: A policy and innovation network on responsible artificial intelligence

Asia has become a focal point in the global artificial intelligence (AI) revolution, now accounting for over half of all AI users and significantly expanding its role in innovation. UNDP estimates that AI could boost annual GDP growth in the region by about 2 percentage points and enhance productivity in various sectors by up to five percent. For economies of the Association of Southeast Asian Nations alone, this might translate into nearly USD1 trillion (CAD1.38 trillion) in additional GDP over the next decade. However, concerns are rising regarding AI’s potential to cause job losses, restrict human rights and further marginalize women and young people throughout the region.

This project aims to strengthen responsible AI governance in Asia to maximize AI’s benefits and minimize its risks. It will map AI innovations, analyze enabling factors and share case studies addressing development challenges in sectors like health, education, agriculture and climate resilience. It will also produce policy-focused research and practical tools to help governments and regional organizations develop inclusive, evidence-based AI policies.

Anticipated results are stronger responsible AI governance in low-income Asian nations, better policymaking driven by evidence and guidance for making AI systems more responsible. Collectively, these efforts aim to ensure that AI development and deployment throughout Asia becomes fairer, more attentive to local needs, centred on people and aligned with human rights.

This project is part of the Artificial Intelligence for Development (AI4D) program, a five-year partnership between IDRC and the United Kingdom’s Foreign, Commonwealth and Development Office. AI4D seeks to support policy, innovations and expanded leadership to spur safe and responsible AI development and use in Africa and Asia.
