Advancing active ageing in ASEAN: Strategy mapping and regional monitoring through the ASEAN Active Ageing Index

The ASEAN region (Association of Southeast Asian Nations) is undergoing one of the most rapid demographic transitions globally. Population ageing is accelerating across ASEAN member states, with the number of people aged 60 and over projected to rise from 59.5 million in 2015 to 127 million by 2035. Southeast and East Asia already account for the world’s largest ageing population.

While ASEAN member states are experiencing rapid population ageing, many lack context-specific strategies and regionally relevant tools to monitor progress. Existing global indices are insufficient for ASEAN's diverse contexts, and regional policies require localized guidance and operationalization. In addition, data on ageing across the region remains fragmented, non-comparable and often unavailable. 

Two evidence-based mechanisms have been developed to address these challenges. The first is a strategy-mapping approach to help ASEAN member states adapt regional strategies to their specific national contexts and to measure progress with relevant tools. The second mechanism entails development of an ASEAN Active Ageing Index (AAAI), which aims to provide a comprehensive, multidimensional framework for measuring and monitoring active aging. Together, these tools will enable ASEAN member states to develop a comprehensive framework for evidence-based action for inclusive, data-driven ageing strategies that are aligned with regional goals yet tailored to local realities.

This project will support identification of trends, best practices and policy gaps; refine and validate the AAAI; build capacity among national stakeholders and policymakers for the effective use and institutionalization of both strategy mapping and the AAAI; and promote cross-country learning and regional policy alignment based on the findings of the project.
