This report analyses the extent to which people in Nigeria were able to digitally substitute to mitigate the risk arising from the COVID-19 pandemic and the associated lockdowns. The report provides evidence of the degree to which people were able to take their work, schooling, and economic activity (such as e-commerce) online in Nigeria during the lockdowns and strict social distancing measures.

The research was conducted collaboratively, with regional reports provided by local teams from Research ICT Africa, InternetLab (Latin America and the Caribbean), LIRNEasia (Asia), and Arab Reporters for Investigative Journalism (Middle East and North Africa). This detailed study provides an overview of the entities that are active in the fight against information disorder in the MENA region, and the methods and responses they use.

The report covers activities, outputs and outcomes of the project, with embedded links to policy papers and briefs. Overall, it aimed to improve understanding of Artificial Intelligence (AI) policy and capacity in Africa, and to support responsible artificial intelligence for development (AI4D).

The research developed a comparative set of ICT and socio-economic indicators for 16 countries across three regions of the Global South (Africa, Asia and Latin America). The project focuses on the impact of ICT policy and market developments in generating, or helping to decrease social inequalities, particularly with regard to gender, youth and urban poor dimensions of inequality.

A listing of publications, policy briefs and op-eds demonstrate the impact of Research ICT Africa (RIA) research on regulatory interventions in ICT access and broadband coverage. Forums and websites are included in this lengthy catalogue of participation (conferences, workshops and training) in RIA research largely taking place in Africa.

The African Digital Policy Project examines cyber policy, regulation and governance frameworks required for the changing nature of economic and social transactions: work, communications, transport, education, health and service delivery. This detailed report covers ongoing Research ICT Africa (RIA) studies which include household surveys, data collection on internet usage, digital financing, quality of service, capacity building, pricing, broadband and ICT access, and related topics.

Although more people are connected to the Internet, digital inequality in the global South has become amplified. This report highlights work of the African Digital Policy Project (ADPP). ADPP research promotes better understanding of the implications of Africans’ inclusion in the evolving information society. The ADPP’s theory of change encompasses broadening of digital policy horizons and capacities as a prerequisite to broadening digital policy regimes.
