This project will pilot new ways to provide tailored support to guide policy processes and concrete actions to boost gender equality and women’s economic empowerment (WEE) in East Africa. It is premised on the belief that bolstering evidence-based decision-making requires a three-pronged approach: providing relevant, timely and fit-for-purpose data and evidence; strengthening capacity to use the evidence; and building coalitions for sustained change.
To this end, the project will:
• provide rapid technical assistance and expert analysis that respond to the demands and needs of policymakers and foster the development of effective WEE policy solutions and interventions;
• provide tailored gender training to strengthen the capacity of key policy actors to use relevant data and evidence on WEE and unpaid care work; and
• build or strengthen in-country coalitions of key WEE and care champions to foster concerted efforts in identifying and promoting policy solutions to drive gender equality.
The work will be carried out in Ethiopia and Uganda, with the possibility of expanding to Rwanda. A consortium of partners will carry out the work in each country.
This project builds on current investments in the multi-funder Growth and Economic Opportunities for Women (GrOW)–East Africa initiative that supports evaluative and action research on solutions for tackling the unequal distribution of care work and the gendered segregation of work in Kenya, Ethiopia, Rwanda, Tanzania and Uganda. GrOW–East Africa is jointly funded by the Bill & Melinda Gates Foundation, The William and Flora Hewlett Foundation, and IDRC. It seeks to spur transformative change to advance gender equality in the world of work.
