Laws to protect women in Senegal against violence seem to have little effect in punishing the perpetrators, let alone in preventing the crimes. Senegal's constitution guarantees equality between women and men. The country has signed on to international agreements that protect women from violence and has the laws, strategies, and systems in place to do so. However, despite their legal protection, women in the country still experience high rates of violence. Few offenders are ever even brought to trial. Critics say Senegal's legal system is ineffective: it doesn't focus on prevention, police rarely intervene, and few cases reach court. However, while several studies have been conducted on gender-based violence in Senegal, few have focused on the accountability of public authorities, the legitimacy of public structures, or the effectiveness of laws. Researchers at the Groupe d'etudes et de recherche genre et sociétés will conduct nationwide research aimed at making Senegal's public institutions more accountable. They will produce evidence about the root causes and impacts of violence against women, and assess the effectiveness of existing strategies to prevent and combat such acts. They will also identify ways to strengthen civil society and public organizations engaged in preventing violence against women, and develop recommendations that can be used to develop and implement prevention strategies, programs, and policies. The project will involve junior researchers throughout the research process, exposing them to a rigorous methodological approach, and giving them an opportunity to increase their skills in the areas of gender equality and women's rights. The project will foster a greater understanding of gender-based violence in Senegal. Results will be shared strategically to influence policy and practice. The project will develop a quantitative database, and produce articles and other documents for publication and peer review. The project will also explore opportunities offered by information and communication technologies, developing a web-SMS platform that can be used to transmit violence alerts.

OBJECTIF PRÉVENIR : Contribuer à la prévention des violences basées sur le genre par la production de connaissances scientifiques fiables. Plus spécifiquement, il s'agit : 1- Déterminer les causes profondes et les facteurs multidimensionnels déterminants les violences contre les filles, les garçons et les femmes 2- Identifier les conditions pour le renforcement des capacités des femmes et des organisations des femmes à exiger des pouvoirs publics des conditions de sécurité 3- Analyser les relations entre les structures étatiques et les organisations de DH et Proposer des strategies d'élaboration de politiquese en partant des résultats, de la cartographie et de forums de discussions parce que nous allons utiliser le crowdsourcing.
