Integrated Climate Smart Flood Management for Accra, Ghana

After a devastating flood in Accra, Ghana in 2015, this project will help improve flood risk management and enhance Accra's readiness for future floods. The research team will use evidence to develop an integrated climate smart flood management framework to support policymaking. Climate change and flood threats Climate change and flooding are posing serious threats to communities, businesses, infrastructure, and the coastline of Accra, Ghana. The June 2015 flood was Accra's worst in recent history. It caused an estimated US$12 million in damaged infrastructure, 150 deaths, and over 8,000 displaced persons. City authorities have no means to plan climate sensitive approaches. Similarly, infrastructure designs are not adapted to climate change and gender. These problems continue to lead to social, economic, financial, and environmental losses. There has been a lack of collaboration among public and private stakeholders. The city also has poor policy processes that undermine efforts to implement flood management approaches. All of this has further exacerbated the situation. Smart flood management This project will provide scientific evidence and engage research-into-use approaches to -improve city planners' predictive capacity -develop an integrated climate smart flood management framework -propose solutions for action This work is expected to improve evidence-based policy-making to mitigate flooding risks and enhance Accra's ability to deal with future floods. The project team will work in six metropolitan Accra districts. The Ministry of Environment, Science, Technology, and Innovation will manage the project and collaborate with the private and public sectors. The project will help build leadership in government, academia, and private institutions, including civil society. This will help influence the integration of climate sensitive indicators into planning resilient infrastructure and reducing the effects of flooding. The results are expected to contribute significantly to Ghana's Medium-Term Development Plan and Intended Nationally Determined Contributions on resilient infrastructure.

Report

This in-depth report reviews the study, which applied a cross-sectional approach to investigate how residents and households within the Greater Accra Metropolitan Area of Ghana (GAMA) manage flood risks. It also worked to obtain useable information about transition to resilience within the study communities to prevent, prepare, respond to and recover from flooding events. Public adaptive measures can help reduce vulnerability to floods in GAMA. Flood hazard is exacerbated by poor waste management, lack of flood management infrastructure, and spatial planning. There is no clearly defined governance structure for flood response due to poor policy coherence and lack of capacity.
