The Intergovernmental Panel on Climate Change has highlighted an urgent need for appropriate responses to extreme climate events, particularly in Africa. The impact of climate variability and change across Mozambique and South Africa is not even nor equal, and informal settlements experience significant impacts. Disasters erode individual and household resources, while inequality remains a critical driver, increasing women’s vulnerability to climate hazards and adverse events. Despite more than two decades of research on resilience, the concept of inclusive, proactive municipal strategies for climate-resilient development remains relatively new.

This project aims to improve risk-informed adaptation planning to reduce the vulnerability of communities and increase their capacity to cope with hazardous events, trends or disturbances. It will include measures to mitigate and avoid hazard impacts in advance as well as plans to manage responses to both acute and protracted hazards. Research will contribute to addressing gaps in knowledge in the governance arrangements, actors and interventions required to adapt to and reduce the impact of climate change in informal settlement settings. The intended users of this research include municipal stakeholders responsible for service provision and infrastructure as well as city dwellers and inhabitants of informal settlements, with an emphasis on the inclusion of women.

This project is part of the Climate Adaptation and Resilience (CLARE) initiative co-funded by the UK’s Foreign, Commonwealth & Development Office and IDRC, a five-year, CAD120-million initiative that aims to enable inclusive and sustainable action to build resilience to climate change and natural hazards for people across Africa and the Asia-Pacific region.
