The Central Andes, made up of Colombia, Ecuador, Peru and Bolivia, is one of the regions of the world that is most sensitive to migrations and displacements related to the climate crisis. Neither existing regulatory frameworks nor institutions appear to be able to cope with a crisis that is progressively increasing in breadth and complexity. There is an absence of public policies and discretion in the treatment of what it means to migrate or move because of environmental degradation, which gives way to inaccuracies and informal processes that violate the rights of affected populations. At the regional level, empirical studies on climate and migration have a fragmented and reactive approach, focusing on climate threats, humanitarian crises and the consequences of environmental migration.

This project will undertake a comparative analysis of existing regulatory frameworks and institutions, as well as collaborative action research with communities in vulnerable situations, through a series of case studies on community strategies for governance of displacement.
It seeks to generate knowledge and capacities for organizational strengthening of mobile communities affected by climate change. It also aims to support design of public policies and tools for the governance of displacement and climate migration from an inclusive, prospective, and intersectional approach in Bolivia, Ecuador and Peru.
