To sustain democratization in Myanmar, IDRC and Global Affairs Canada launched the Knowledge for Democracy Myanmar (K4DM) initiative in 2017 to nurture meaningful dialogue and engagement during the country’s transition to democratic development. Working with other development partners, the initiative targets diverse and complementary entry points to strengthen analytical thinking and research capacity.

In June 2017, the initiative unveiled an open competitive call to provide core funding to think tanks. The call selected three independent Yangon-based think tanks: the Centre for Economic and Social Development; Advancing Life and Regenerating Motherland; and the Centre for Development and Ethnic Studies. The call also revealed a wide range of think tanks both interested in and with great potential to foster a culture of dialogue and enquiry, which is at the heart of any successful democracy. Based on this potential and appetite, the project will expand the overall initiative's outreach by cultivating the capacity of an additional six to eight emerging local think tanks.

Following an in-depth needs assessment of eight think tanks performed in December 2017, a highly customized capacity development program will be created. This will include working directly with think tank executive directors and key staff to improve their capacity to engage in advocacy and fundraising, influence strategically during electoral periods, articulate gender considerations into policy analysis, and build other core competencies. The project started in September 2018 and will run until the November 2020 elections.
