The Industrial Strategy Project was undertaken to investigate the reasons for South Africa's poor manufacturing performance over the past 20 years. This book summarizes the findings of the project, which include a broad strategy and concrete policies to improve this performance.
The authors
Avril Joffe is a Research Associate in the Sociology of Work Unit at the University of the Witwatrsrand. She is a specialist on labour market issues, focusing on human resource development, work organisation and industrial relations.
David Kaplan is an Associate Professor in the Department of Economics, and Director of the Development Policy Research Unit at the University of Cape Town. He has worked on aspects of South African economic development with a focus on industry, including studies of the telecommunications and machine tool industries.
Raphael Kaplinsky is a Fellow at the Institute of Development Studies at the University of Sussex. He researches and advises government, management, trade unions and international organisations on industrial strategy policy.
David Lewis is Senior Research Officer in the Development Policy Research Unit at the University of Cape Town, and is currently Special Adviser on Labour Market Policy to the Minister of Labour.
