Enabling Openness: The future of the information society in Latin America and the Caribbean

In recent years, the Internet and other network technologies have emerged as a central issue for development in Latin America and the Caribbean. They have shown their potential to increase productivity and economic competitiveness, to create new ways to deliver education and health services, and to be driving forces for the modernization of the provision of public services.

With an introduction by Robin Mansell and including contributions from more than 20 of the region’s leading experts, Enabling Openness: The future of the information society in Latin America and the Caribbean reflects on some of the key issues that will determine what type of information society will emerge in the region.

The editors

Bruce Girard is founding director of Fundación Comunica, Montevideo, Uruguay, and a consultant to international agencies, including UNESCO, the United Nations Development Programme, and the Food and Agriculture Organization of the United Nations.

Fernando Perini is senior program officer at the International Development Research Centre, Ottawa, Canada.
